Executive summary
Agenda item 1.12 asks WRC-27 to consider possible new allocations to the mobile-satellite service (MSS) — and the regulatory actions that would go with them — in the bands 1427–1432 MHz (space-to-Earth), 1645.5–1646.5 MHz, 1880–1920 MHz and 2010–2025 MHz, for the future development of low-data-rate non-geostationary (NGSO) mobile-satellite systems, under Resolution 252 (WRC-23).
"Low-data-rate" points at narrowband uses such as satellite IoT, asset tracking and short messaging rather than broadband. The difficulty is that most of these bands are already worked hard by terrestrial mobile/IMT, fixed links and, in places, existing mobile-satellite operations.
Background
Narrowband satellite connectivity is growing quickly, and operators are seeking primary MSS spectrum below 2.5 GHz where small, low-power terminals work well. The four candidate bands are very different: 1880–1920 MHz and 2010–2025 MHz carry terrestrial mobile/IMT, 1427–1432 MHz carries fixed, mobile and space-operation links, and 1645.5–1646.5 MHz is already part of the MSS L-band (Earth-to-space).
Resolution 252 opened studies to see whether MSS can be added — and under what conditions — without degrading these incumbents. Because each band has a different set of services to protect, the item is really four sharing studies under one heading, and the coexistence with actively-used IMT bands is the most demanding part.
