What's being studied — points to watch
Sharing with terrestrial IMT
The user device is a normal IMT handset, so candidate spectrum sits in or beside mobile bands; protecting terrestrial networks is the core condition.
Cross-border interference
Satellite beams spill across borders, so a direct-to-device downlink must not raise interference into neighbouring countries' mobile networks.
Complement, not replace
The aim is filling coverage gaps; Res. 253 requires that MSS stations neither cause harmful interference to, nor claim protection from, stations of the mobile service.
Which bands
Res. 253 bounds the studies to 694/698 MHz–2.7 GHz, concentrating on mobile-primary bands used for or identified for IMT (Rec. ITU-R M.1036 arrangements); the choice within that range is the central task.
