What's being studied — points to watch

Terrestrial IMT in the same bands

2110–2170 MHz carries IMT base-station downlinks and 2010–2025 MHz runs in TDD mode, with railway control systems in portions; new MSS must coexist with these deployed networks.

Adjacent TT&C bands

2025–2110 and 2200–2290 MHz are heavily used by space operation, EESS and space research for telecommand, telemetry and tracking; they must not be degraded.

Regional asymmetry

Region 2 already has primary MSS at 2010–2025 and 2160–2170 MHz and secondary at 2120–2160 MHz; the item extends the allocations to Regions 1 and 3 and 2120–2160 MHz globally, possibly upgrading secondary to primary (Res. 254).

No additional constraints

Res. 254 requires protection of existing primary services in the candidate and adjacent bands without imposing additional regulatory or technical constraints on them.
