Executive summary

Agenda item 1.10 asks WRC-27 to set power-flux-density (PFD) and e.i.r.p. limits — in Article 21 of the Radio Regulations — for satellite downlinks of the fixed-, mobile- and broadcasting-satellite services in the 71–76 GHz and 81–86 GHz E-bands, so they protect the fixed and mobile services there, under Resolution 775 (Rev.WRC-23).

The E-bands are the workhorse of high-capacity terrestrial links, including 5G backhaul; as satellites begin to use them, the study defines the emission limits that let both coexist.

Background

71–76 and 81–86 GHz are allocated to both satellite services and terrestrial fixed and mobile services, but the hard limits that keep satellite downlinks from swamping terrestrial receivers were never fully written into Article 21.

Terrestrial operators have deployed dense point-to-point links in these bands for backhaul, and satellite operators now want to use them too. Resolution 775 opened the study to determine the PFD and e.i.r.p. limits that protect the terrestrial services while still giving the satellite services usable access.
