What's being studied — points to watch
Protecting E-band links
PFD/e.i.r.p. limits in Article 21 must keep satellite downlinks from raising interference into dense terrestrial point-to-point links.
Usable satellite access
The limits must still leave the satellite services a workable downlink, not a nominal one.
Two bands, similar issue
71–76 and 81–86 GHz share the same active-terrestrial-vs-satellite balance and are studied together.
Backhaul growth
5G/6G backhaul is expanding fast in E-band, so the protected terrestrial baseline is a moving target.
