The framework today
Agenda item 9.2 also rests on Article 7 of the ITU Convention: within the Director's Report, this sub-item collects the difficulties and inconsistencies the Bureau has encountered in applying the Radio Regulations since the last conference.
What the item can change
The conference can clarify or correct provisions where the fix is straightforward, and refer larger questions into the ITU-R study process. The aim is uniform application of the Regulations, not new allocations.
