The framework today
Resolution 95 (Rev.WRC-19) establishes the standing review. It directs future conference agendas to include an item for reviewing the resolutions and recommendations of previous conferences that are not related to any other agenda item — with a view to abrogating those that have served their purpose, reviewing the need for those whose requested ITU-R studies have made no progress over the last two inter-conference periods, and updating texts that have become out of date or contain omissions, inconsistencies, ambiguities or editorial errors. Resolutions related to other agenda items are reviewed under those items instead.
What the item can change
The conference can revise, replace or abrogate any resolution or recommendation of a previous conference taken up under this item. Abrogation removes the text and its obligations; revision can adjust how a still-active provision is applied; and alignment corrections keep the body of decisions internally consistent.
