Revise, replace or abrogate

Each old resolution is judged individually — kept, updated, merged, or removed. The standing item covers those unrelated to other agenda items; related ones are reviewed under their own items (Res. 95).

No loss of live obligations

Care is needed that abrogation does not accidentally drop a provision another active rule still relies on.

Keeping the rulebook usable

The value is a leaner, current set of decisions that administrations can actually navigate.
