Summary & analysis of ITU-R studies

Preparation follows the mechanism set out in Resolution 27 (Rev.WRC-19) rather than a sharing study. The Radiocommunication Assembly communicates to the conference the list of ITU-R Recommendations containing text incorporated by reference that were revised and approved during the study period; the Bureau identifies the provisions and footnotes containing such references and puts suggestions to the second session of the CPM; and administrations prepare proposals on whether each reference should follow the new version. The conference then decides case by case — if it declines an update, the currently referenced version remains in force.

Points to watch

• Version integrity: each reference must point to the intended, current version of the Recommendation so mandatory provisions stay accurate.
• Selective update: not every revision is adopted automatically; the conference decides case by case under the principles of Resolution 27.
• Consistency across the Radio Regulations: updates must not create conflicts with other provisions that cite the same or related Recommendations.
