What's being studied — points to watch

Passive science protection

EESS (passive) and radio astronomy above 275 GHz observe faint natural signals and cannot tolerate active-radar interference.

Identifications vs allocations

275–700 GHz works by identification, not allocation: No. 5.565 identifies the passive-service bands, and No. 5.564A identifies 275–450 GHz for fixed/land-mobile use with passive-protection conditions. Radar identifications must fit around both.

Where radar fits

Finding sub-bands where security and imaging radar can operate without overlapping the sensitive passive windows — noting that within 231.5–275 GHz, all emissions are already prohibited at 250–252 GHz (No. 5.340).

Active/passive coexistence

This region was historically reserved for science; adding active use sets a precedent that needs careful limits.
