Condition

5.515B In the frequency band 17.3-17.7 GHz, the use of the fixed-satellite service (space-to-Earth) by geostationary-satellite space stations in Region 2 shall not cause harmful interference to space station receivers nor claim protection from the broadcasting-satellite service feeder-link earth stations operating under Appendix 30A in all three Regions, nor put any limitations or restrictions on the locations of the broadcasting-satellite service feeder-link earth stations anywhere within the service area of the feeder link. The notifying administration for the fixed-satellite service (space-to-Earth), when submitting Appendix 4 information elements, shall provide a firm, objective, actionable, measurable and enforceable commitment that, in the event of harmful interference being reported to space station receivers in Appendix 30A, it shall take immediate action to eliminate the interference or reduce it to an acceptable level.
