For the protection of the broadcasting service, stations in the mobile service shall not create a field strength for more than 1% of the time at the highest of the clutter height or 10 m above ground level at the border of the territory of any other administration that exceeds the field strength value as calculated using § 4.1.3.2 of Annex 2 to the GE06 Agreement with regard to allowance for multiple interference, Table A.1.10 and the methodology given in the GE06 Agreement. This allocation shall in no way adversely affect the broadcast development or undermine new entries of the broadcasting service to the GE06 Plan. 5.457 In Australia, Burkina Faso, Cote d'Ivoire, Mali and Nigeria, the allocation to the fixed service in the bands 6 440-6 520 MHz (HAPS-to-ground direction) and 6 560-6 640 MHz (ground-to-HAPS direction) may also be used by gateway links for high-altitude platform stations (HAPS) within the territory of these countries. Such use is limited to operation in HAPS gateway links and shall not cause harmful interference to, and shall not claim protection from, existing services, and shall be in compliance with Resolution 150 (WRC-12). Existing services shall not be constrained in future development by HAPS gateway links. The use of HAPS gateway links in these bands requires explicit agreement with other administrations whose territories are located within 1 000 kilometres from the border of an administration intending to use the HAPS gateway links. With respect to the aeronautical mobile service and radionavigation service, the use of this frequency band for the implementation of IMT is subject to agreement obtained under No. 9.21 with concerned administrations and shall not cause harmful interference to, or claim protection from these services. This identification does not preclude the use of this frequency band by any application of the services to which it is allocated and does not establish priority in the Radio Regulations.
